  1. First the constraints are calculated from upstream to downstream in a system.  In this case the storage outlets will apply constraints and then these may be further constrained by maximum flow.
  2. Next the orders (limited by the constraints) are calculated from downstream to upstream.  In this case the water user and environmental demand will create some orders and these will be combined at the splitter and then if they do not exceed the minimum flow requirement, more orders will be added at the minimum flow node.
  3. Finally the flow will be calculated from upstream to downstream in the system.
