The Plugin manager allows you to load and manage all plugins in Source. Available via Tools > , this dialog (shown in Figure 1) shows all plugins that have been loaded in Source, along with those available online.

It is also good practice to copy external or third party plugins to the corresponding plugins folder prior to loading the plugin into Source.
To load a new plugin:

Click Close to close the dialog.
